Soviet naval forces appeared on Tallinn's raid already on October 12, 1939.

Entry of the land forces began on October 18 and 19, and was coordinated by extremely detailed and strict rules.
The Red Army was moved via two railway and highway routes, and secured by police, Defence League and, on extreme cases, the army.

14037 soldiers, 283 tanks, 54 armored vehicles and 2040 other vehicles were stationed in Saaremaa and Hiiumaa island, and around Haapsalu and Paldiski.

Introduction of the air forces was delayed, as the airfields in Saaremaa, Haapsalu, Paldiski, Kuusiku and Kehtna, which had been meant for the planes, had not not prepared in time.
