In 1920, the Constituent Assembly presented the first Estonian constitution, that established a parliamentary system, to the referendum.

With that, the 100 member parliament was created. It placed the government into office, and was lead by a leader carrying the duties of the head of state. On June 15, 1920, the constitution was passed and took effect by the end of the year.

The first parliamentary elections were held on November 27-29, 1920, and the parliament started working in the beginning of 1921. Before that, in December 1920, the Constituent Assembly had disbanded itself.
